Vietnam Approves Starlink Trial to Boost Digital Infrastructure Amid US Tariff Talks
March 26, 2025
Oversight of the pilot program will be managed by Vietnam's Ministry of Science and Technology, Ministry of National Defense, and Ministry of Public Security to ensure compliance with national security requirements.
Additionally, SpaceX must establish a local ground station to manage internet traffic within Vietnam, ensuring compliance with national defense and data sovereignty regulations.
Vietnam is seen as a critical market for Starlink, with over 1,500 villages lacking internet access and only 58% of the mainland area covered by mobile services.
Prime Minister Pham Minh Chinh has emphasized the need to accelerate the licensing process for Starlink to address these connectivity gaps.
The pilot program is exempt from Vietnam's foreign ownership regulations, allowing Starlink to operate without the need for a local joint venture.
The introduction of Starlink is viewed as a means to bridge the digital divide in rural areas, although it raises concerns about foreign involvement in critical infrastructure.
The pilot program will allow a maximum of 600,000 subscribers, which includes existing telecom customers and those reselling services.
As part of this initiative, tariffs on automobiles will be reduced significantly, from a range of 45% to 64% down to 32%, and the tariff on ethanol will drop from 10% to 5%.
Vietnam has approved SpaceX's Starlink satellite internet service on a trial basis, aiming to enhance its digital infrastructure while navigating potential US tariffs.
To comply with local regulations, user data generated in Vietnam must be stored domestically, and cybersecurity measures must be implemented to protect against threats.
SpaceX is required to block harmful content and protect against cyber threats as part of the pilot program.
Before launching services, SpaceX must complete investment procedures and secure necessary telecommunications licenses.
