New Border Czar Tom Homan Plans to Reinstate Family Detention and Worksite Raids
December 27, 2024
The incoming Trump administration's border czar, Tom Homan, has announced plans to resume family detention centers for undocumented immigrants, signaling a strong intent to deport an estimated 11 million individuals.
Homan, who previously architected the controversial family separation policy, indicated that parents could face deportation even if their children are U.S. citizens, placing the burden of family unity on immigrant parents.
He clarified that U.S. citizen children would not be detained, proposing alternative arrangements such as halfway houses or allowing them to remain at home until deportation.
Homan described these envisioned detention facilities as 'open-air campuses' designed specifically for families, rather than traditional jails.
He expressed intent to challenge the Flores Settlement Agreement, which limits the detention of migrant children to a maximum of 20 days.
Homan criticized local governments that have implemented protective measures for undocumented immigrants, asserting that deportation operations would continue despite local opposition.
During Trump's first presidency, Homan was instrumental in the 'zero tolerance' policy that led to the separation of thousands of children from their parents, although he does not anticipate large-scale separations in the new deportation plans.
While Homan will not directly control ICE, he will work under the guidance of Kristi Noem, Trump's nominee for Secretary of Homeland Security.
Homan emphasized the importance of restoring public confidence in immigration enforcement, ensuring that actions taken are humane.
Homan's goal includes ending 'catch-and-release' practices, which currently allow family units to be released while awaiting immigration court proceedings.
The Biden administration had previously halted family detention shortly after taking office in 2021, but Homan's plans aim to revive these practices amid criticism from Democrats.
Under Homan's proposal, Immigration and Customs Enforcement (ICE) will utilize soft-sided tent structures for holding families, reminiscent of facilities used during past immigration surges.
