Portugal Launches €20 Green Railway Pass, Aims to Boost Rail Usage with Major Financial Support

On the first day of sales, CP recorded 2,230 subscriptions to the new Green Railway Pass by 6 PM.

On October 21, 2024, the Minister of Infrastructure and Housing, Miguel Pinto Luz, launched the new Green Railway Pass during a train journey from Santa Apolónia to Santarém.
The Passe Ferroviário Verde, which costs €20 per month, became effective immediately and covers various train services including Intercidades, Regionais, and Urbanos.
The government, led by Luís Montenegro, announced financial support of €5 million for this year and €19 million for the following year to help reduce prices.
Pinto Luz acknowledged the potential for increased demand due to the reduced travel prices, viewing this as a positive development for the national railway sector.
In Lisbon and Porto, the pass is only valid outside metropolitan areas, covering specific routes.
The government estimates that the new pass could attract around 30 million passengers annually, building on the 172.6 million passengers transported last year.
However, concerns have been raised about whether Comboios de Portugal (CP) is adequately prepared to handle the expected surge in passenger numbers.
The Minister emphasized that while the initiative is expected to accommodate increased demand, CP needs to enhance its train fleet to meet this challenge.
To manage demand, travelers must reserve seats for Intercidades services at least 24 hours in advance, a practice that differs from those in countries like Spain or Germany.
CP will be reimbursed for any financial losses incurred due to the new pass, with the potential for additional earnings if passenger numbers increase.
